A redevelopment study for the West Lexington Market Block which included the existing market, rehabilitation of the historic five story Pfeiffer Building and adjacent four story parking garage immediately across the street from the historic and iconic Lexington Market or East Market. The intent of the study was to incorporate previous market studies to maximize the potential of a mixed use commercial space serving various communities.

The main market was envisioned to include restaurants providing after hours access separate from the stalls while the Pfeiffer Building would become the central offices for the Public Markets and create a Lexington Market Institute incorporating green spaces and roof for gardening, therapy and education. In addition, hanging hydroponic gardens along Green Street served both as a beautifying act and a sustaning educational program.

The goal of the West Block renovations and the Lexington Institute was to complement the East Lexington Market, reclaiming its position as a landmark and beacon of Baltimore. The study reviewed the historical narrative of the market and surrounding context and included research on similar markets in the country.
