This project transformed market-rate, single-family homes across Baltimore into public housing units, scattered within “communities of opportunity” defined by access to strong schools, economic mobility, and community health. The initiative responded to a federal consent decree that required HUD to address longstanding inequities in Baltimore’s housing system and reduce the concentration of poverty in the city. By rehabilitating existing housing stock, the program creates dignified, affordable homes that are fully integrated into diverse neighborhoods.

Twopoint Studio partnered with the owner and three general contractors to deliver 94 homes in just twelve months—on budget, during the height of the COVID-19 pandemic, and under strict health protocols. Each home was upgraded with energy-efficient systems to reduce utility costs and designed with durable, low-maintenance materials to ensure longevity for residents and property managers.
